You are the President of the U.S. It's 9/11/01, The Pentagon and the WTC has been intentionally hit by airplanes. You find out Osama Bin Laden and Al Qaeda are responsible for these terrorist attacks, how do you respond? Do you wage war against them, and what country, Afghanistan? Or would you just increase security only in America instead of waging war?
I'm not even sure if I would wage war against them. Because it's like, where do I attack? And then if I do, then that means I might end up killing innocent civilians over there by accident. I would wage war against them, but in a different way. Probably not by trying to bomb them and stuff from the air because again civilians will be getting in the way. So based on certain places or countries they might be hiding, I would send troops here and there, but not just on one country and bomb the living crap out of them. So yea, I would do that, and step up security across America, especially our borders. I'll probably update the current system with have by making it better in terms of screening immigrants and stuff better.

Well first off, I wouldn't even find out who did it. There is no concrete evidence Al Qaeda or bin Laden were really responsible for it. It could have been from a number of sources.
First thing I'd do is fix internal country problems first. Reform the CIA and FBI, make things such that the two not only work together, but work together efficiently. Strengthen not just airport security, but all security. Rather than sending thousands of troops overseas, it would be smarter to put them to use in the country itself. Tighten airport, subway, border, everything. Invest more money in methods to prevent people from getting bombs and weapons through security checkpoints (this doesn't necessarily mean new extremely advanced technology. It could just mean HOW security checks take place). If I were President, I would have stopped doing things to piss off other countries and groups of people and provoke them into attacking us in the first place. Like restrict our own stockpile of nuclear weaponry, and occupation of other countries. Then, to fight against "terrorism," one can't just blow things up. More funds would go to the CIA, and I'd work together with agencies from many other countries to form a comprehensive network. I wouldn't have planes bomb things, but instead have special ops squads and intelligence agents strike at key targets. And that's what I'd do.

A war on terrorism only creates more terrorists. Most of the insurgents in Iraq would never have taken action against Americans without the invasion, and this has probably only aided terrorist groups.
There are forces out in the world who wish to destroy the US, and among these are the Islamic fundamentalists. Perhaps the leaders of terrorist movements are "jealous" of American wealth and power, but the mainstay of their ranks believe they are fighting against an enemy who struck them first, and 9/11 was a retaliation. In order to combat this ideology, military action would be counter productive. Instead, I would focus more on covert operations, giving the CIA more funding and train more operatives to act as preventers.
In order to aid this, I wouldn't have eschewed the sympathy the world felt for America with a pointless war or two. I would have tried to create an international anti-terrorism group that works to address the root of terrorism, not the symptoms of it. Hate is a disease, and in order to cure it one can not just treat the symptoms, you must alleviate the source. And in this case, it is a percieved threat from the US. So here I would try and get the opinions and commentary of various groups, and if they have legitimate grievances, then fix them. American troops don't need to be stationed around the world, and perhaps American corporations are being too intrusive in other societies. If America did something wrong, it is not bending over to terrorism to fix it. I would go on a good will tour in the middle east, and only hope that the people would accept my message.
